The City of Marfa operates as a Type A General Law municipality in accordance with Texas Local Government Code. Due to its size, the City is under the guidance of a Mayor serving a two-year term and a City Council consisting of five council members each serving two-year staggered terms.

At least three council members are required to attend an official meeting to constitute a quorum and officially conduct general business. For a special called meeting or a meeting regarding taxation, two-thirds of the Council (or four council members) are required to attend.

The Mayor’s attendance does not count towards quorum nor does the Mayor vote at meetings unless it is to break a tie.

At the first meeting after an election, the City Council must first elect a member to serve as Mayor Pro Tem for a one-year term. The Mayor Pro Tem continues to vote, but fills in for the Mayor if the Mayor refuses or is unable to act.
